Can I use a tap to plug it in or just wrap the wire around the fuse?

I have the power on the left (red) ground (black) and the blue on the right with out an end on it

I would like to know where to place the blue wire. could I use a quick tap and plug it in to the start button/cluster fuse or would I need to place it some where else. DESCRIPTION F1 Horn / Hazard 7.5A F2 Headlamps 15A F3...
