what is the maximum time so that it can be stated that the gps is malfunctioning?

I have a problem with the GPS viofo A119 v3 there is no signal, I just bought this. I am in Indonesia. so seen from the signal indicator there is no and the speed is red which I know there should be a green signal indicator and the speed indicator is also green. how to solve it?
