You don't. The phone/tablet and dash camera can communicate through the app, but the camera cannot connect to the internet.

Yes, some phone require you to turn off data.
Only once in last 3 weeks did I see a message popup about VPN once I connected to A129 WiFi. And it was some VIOFO created VPN profile. I accepted it and then it turned ON Mobile data while connected to Dashcam Wifi, after that I could connect to internet as well as wifi.
But did not see that popup again. Now if I need to do it, I have to go to my Android settings and under Connections -> More Connection Settings -> VPN, I see VIOFO connection profile. I have to go under settings for that and turn on Always-on VPN for same behaviour. But I don't plan on doing it as I don't know whose server this data traffic is passing through. Will do this only if I need to download and upload video to internet or send to someone while in car.
