"Quick capture" only captures still images

"With Quick Capture, you can quickly turn your camera on and begin capturing video or Time Lapse photos. The options for this setting are On (default) and Off. With quick capture, you can press and release shutter button to turn the camera on and immediately start recording video, it turns off automatically when you press shutter button to stop the recording."

When I do this, it always captures still images in time lapse.

Is there some way to make it go into Video mode or is this a bug?

★ Use Quick Capture in Photo mode
Please keep the shutter button pressed for a few seconds while the power is off.
After a few seconds the shutter will automatically be shut down continuously in the photo mode (Time Lapse).

★ Use Quick Capture in movie mode
Please press the shutter button only once when the power is off.
Recording starts automatically in movie mode in a few seconds.
